The North Carolina Department of Environmental Quality’s Division of Water Infrastructure is inviting public comments on a draft Intended Use Plan (IUP) and Priority Rating System. This initiative concerns funding assistance for decentralized wastewater treatment systems in areas affected by Hurricane Helene. The deadline for submitting comments is June 30, 2025.

The funding assistance will be provided through the Clean Water State Revolving Fund (CWSRF). It utilizes North Carolina’s share of $22,510,000 from a one-time federal appropriation under the American Relief Act, 2025.

The Intended Use Plan outlines how these federal funds will be managed to improve, repair, or replace decentralized wastewater treatment systems. The plan also aims to reduce vulnerability to floods or connect properties to centralized wastewater systems in communities impacted by Hurricane Helene. Additionally, it includes a proposed Priority Rating System that will guide the State Water Infrastructure Authority in prioritizing projects for CWSRF Helene Decentralized funds.

Comments from interested parties are welcomed until 5 pm on June 30, 2025. Submissions can be made via email at dwi.publiccomments@deq.nc.gov with the subject line: “Comments on Draft IUP for CWSRF Helene Decentralized,” or by mail addressed to Cathy Akroyd at the Division of Water Infrastructure, 1633 Mail Service Center, Raleigh, NC 27699-1633.
