North Carolina DEQ schedules public hearing for Horizon 30 mining permit

The North Carolina Department of Environmental Quality’s Division of Energy, Mineral, and Land Resources (DEMLR) is set to conduct a public hearing concerning mining permit application 61-22. This application was submitted by Horizon 30 for the Carter Quarry located in Mitchell County. The hearing will take place at 6 p.m. on July 29, 2025, in Bakersville.

If approved, the permit would allow Horizon 30 to operate a mine covering 50.8 acres with a proposed excavation depth of 550 feet. The actual mining area would encompass approximately 23 acres.

The hearing will be held at the former Bowman Middle School auditorium at 410 S. Mitchell St., Bakersville. Interested speakers can register to speak starting at 5:30 p.m.

The comment period for this application remains open until August 8, 2025. Comments can be submitted via email to ncminingprogram@deq.nc.gov with “Horizon 30” as the subject line, by voicemail at (919) 707-9227, or through mail addressed to Kelly B. Jonas, Assistant State Mining Engineer at the North Carolina Department of Environmental Quality’s Division of Energy, Mineral and Land Resources | Mining Program.

DEQ will review all comments received from various channels before making a decision on whether to issue the final permit, deny it, or issue it with conditions.
