North Carolina DEQ seeks public input on draft comprehensive climate action plan

The North Carolina Department of Environmental Quality’s State Energy Office is seeking public input on the Draft North Carolina Comprehensive Climate Action Plan (CCAP) through October 6, 2025. This effort is part of the federal Climate Pollution Reduction Grant (CPRG) program.

A virtual public information session will be held on September 11, 2025, at 10 a.m. via Webex to provide updates and an overview of the CCAP. Details for joining the meeting are available online.

The CPRG program was established under the federal Inflation Reduction Act to support states, local governments, territories, and tribes in developing and implementing plans aimed at reducing greenhouse gas emissions and other air pollutants. The planning project in North Carolina involves collaboration between several state agencies, including the Department of Transportation, Department of Commerce, Department of Natural and Cultural Resources, with DEQ as the lead agency.

North Carolina received $3 million from the U.S. Environmental Protection Agency for this planning phase. In accordance with program requirements, the state developed and submitted a Priority Climate Action Plan (PCAP) in 2024. The PCAP outlined key measures for reducing greenhouse gas emissions and addressed methods for equitable implementation across communities in North Carolina.

Now, work is underway on the Comprehensive Climate Action Plan (CCAP), which is due to be submitted to the EPA by December 2025. The CCAP will expand upon existing climate strategies in North Carolina and update policies based on current science and best practices.

According to DEQ: “The PCAP identified North Carolina’s highest priority greenhouse gas reduction measures and determined the methods for ensuring equitable implementation of these measures for the benefit of all North Carolinians. The CCAP builds upon the PCAP and will update and expand upon North Carolina’s existing climate strategies, ensuring that these policies align with the latest available science, modeling and best practices.”

The draft plan can be viewed online. Public comments may be submitted using an online form or by emailing cprg@deq.nc.gov with “CPRG Input” in the subject line by October 6, 2025.
