Raleigh City Council has approved the 2026–2030 Consolidated Plan, a five-year strategy designed to guide the city’s investment in affordable housing, homelessness reduction, and community support for residents with low and moderate incomes. Approximately 20% of the funding will come from federal sources, while local investments and other public and private funding will cover the rest.
The plan addresses three primary needs: increasing housing for households earning less than 30% of the area median income (AMI), reducing homelessness, and building housing near jobs, schools, and services. To meet these needs, Raleigh has set three major goals: increase affordable housing options, prevent and reduce homelessness, and help residents stay housed through supportive services.
Over the next five years, Raleigh aims to create or preserve at least 1,345 affordable rental units; assist 150 first-time homebuyers; provide repairs for 100 homeowners with low incomes; and support at least 2,000 people who are experiencing or at risk of homelessness.
The development of the Consolidated Plan involved input from Raleigh residents, local nonprofits, and community leaders. The city conducted public meetings and surveys to gather feedback on community needs. This input was crucial in identifying priorities and setting goals that reflect the voices of those served by the plan.
By implementing this plan, Raleigh is working towards ensuring that all residents have access to safe, stable, and affordable housing along with necessary support services.
