Maxx Dempsey, leader of the Care Navigation Team in Raleigh, recently shared an experience that highlights the impact of their work. He recounted helping someone obtain keys to their first apartment, describing it as a moment of profound joy. “These folks are appreciative that someone is reaching out and helping them, letting them know they matter,” Dempsey said.
The Care Navigation Team joined the City of Raleigh in May 2025 and consists of three members who focus on assisting individuals who have lost housing or are at risk. The team intervenes after initial contact with a first response team to ensure individuals receive necessary support by connecting them with community services.
Part of the Housing and Neighborhoods Department, the team comprises peer support specialists whose current priority is linking people to housing resources. This approach aims to alleviate mental stress and foster stability. Dempsey believes this strategy benefits both individuals and the city: “We want the city to be vibrant, so everyone’s voices need to be heard… all the folks, including those who aren’t financially stable.”
Dempsey emphasized the importance of meeting people where they are—whether in encampments or on city streets—since many lack phones or transportation. “We meet them where they are, build a relationship, and then help them,” he explained.
Dempsey expressed confidence that Raleigh CARES and the Care Navigation Team will strengthen Raleigh overall. “Everyone has value and some just need that extra support,” he stated. “Sometimes that support takes a little longer, but it doesn’t make the people any less valuable.”
