Governor Josh Stein has enacted the Disaster Recovery Act of 2025 Part 1, marking his first bill signed into law. This legislation aims to provide substantial resources for the recovery efforts in Western North Carolina following Hurricane Helene. Governor Stein was accompanied by North Carolina General Assembly leaders, members of his Western North Carolina Advisory Committee, law enforcement officials, and agricultural leaders during the signing.
"This funding is a promising step forward in the long road to recovery for western North Carolina. I want to thank the General Assembly for working together to pass this critical aid package to help our neighbors rebuilding after Helene," stated Governor Stein. He emphasized that further efforts are necessary to ensure continued support for the region.
Speaker Destin Hall remarked on the significance of the legislation: "This legislation will bring much-needed relief to western North Carolina while finally bringing long-awaited relief to hurricane victims in the eastern part of our state." He noted that this is the fourth bill passed for Helene recovery, with more expected.
Senate President Pro Tempore Phil Berger highlighted the collective response from the General Assembly since Hurricane Helene impacted Western North Carolina. "This bill will make a world of difference for the people of western North Carolina and I’m proud to see it become law," he said, expressing his commitment to ongoing support for recovery efforts.
The Disaster Recovery Act of 2025 – Part 1 allocates $524 million in aid for Western North Carolina. This includes $200 million for farmers affected by crop losses due to Hurricane Helene, $120 million for a home reconstruction and repair program, and $55 million in infrastructure grants for small businesses. Additionally, it provides $100 million for repairing damaged private roads and bridges, along with $20 million dedicated to debris cleanup. The act also sets aside $9 million for an educational recovery program addressing lost class time and extends the statewide emergency declaration until June 30th. Furthermore, it allocates $217 million aimed at aiding residents in Eastern North Carolina.
As the six-month anniversary of Hurricane Helene approaches, Governor Stein's administration maintains its focus on urgent recovery efforts. Governor Stein recently visited areas such as Ferguson Farm in Haywood County and Yancey County where he engaged with residents affected by the hurricane. He continues advocating for federal assistance amounting to $19 billion intended for infrastructure restoration and disaster impact reduction measures.
