Raleigh names new crisis response initiative CARES Program

Raleigh has named its alternative response program the CARES Program, standing for Crisis Alternative Response for Empathy and Support. The initiative aims to provide a comprehensive system for crisis prevention and management within the community.

The city has allocated funding in the 2025 budget to support this program. City staff collaborated with community members to develop four main components included in alternative response models: co-response, a crisis call diversion line, care navigation and case management, and a community response team.

Progress on these components can be tracked on the CARES webpage. The site will also feature job openings, events, and other opportunities related to the program as they arise.
