City of Durham issued the following announcement on Sep 5. 

Durham City and County emergency responders will recognize the 20th anniversary of the tragic events of September 11, 2001 by holding the Durham Remembers 9/11 event at CCB Plaza in downtown Durham from 8:30 a.m. until 10 a.m. on Saturday, September 11, 2021.

Several downtown roads will close for the event impacting residents and visitors to the area. Roads impacted are: 

• East Chapel Hill Street from Rigsbee Avenue to Morris Street
• Market Street from West Main Street and East Chapel Hill Street
• Corcoran Street from Market Street and East Chapel Hill Street
• West Parrish Street from Corcoran Street to Market Street

Parrish Street and Market Street will close starting at 6 a.m. Other streets will close at 7:30 a.m. All streets, except for Parrish Street, will be reopen by 11 a.m. Parrish Street will open shortly after 11 a.m. once event details have been cleared.

Officers from the Durham Police Department and barricades will be on scene to direct vehicles. Pedestrian traffic will have full access to all businesses, residences, and sidewalks during the event. It is advised to use nearby City and County parking decks and on-street parking, which offer free parking on weekends.

Departments that have confirmed taking part in the ceremony include the Durham County Office of Emergency Services, City of Durham Fire Department, Durham County Sheriff’s Office, City of Durham Police Department, Durham Emergency Communications Center, Bahama Volunteer Fire Department, Lebanon Volunteer Fire Department, Duke University, North Carolina Central University and City/County government representatives. 

Due to COVID-19, Durham County and the City of Durham are under a State of Emergency and guidelines from the local Public Health Department and the Centers for Disease Control and Prevention will be followed during the event including the wearing of masks and social distancing.

The emcee for the Durham Remembers 9/11 event is ABC 11 Anchor Amber Rupinta. Local government leaders, including Board of County Commissioners Chair Brenda Howerton, Deputy City Manager Keith Chadwell, Sheriff Clarence F. Birkhead, and Fire Chief Robert Zoldos are scheduled to speak. First responders will have the opportunity to share their reflections during this remembrance ceremony.

The event will pause for a moment of silence at 8:46 a.m. when the first airplane struck the World Trade Center. Radio announcements will continue through the morning in remembrance of the additional strikes that occurred that day.
