Raleigh proposes funding for housing rehabilitation and infrastructure improvements

The City of Raleigh is proposing updates for housing and community development plans, seeking additional funds to address urgent needs. Specifically, Raleigh plans to request up to $14,200,000 from the U.S. Department of Housing and Urban Development (HUD). The proposed allocation includes:

- Special Economic Development: $3,000,000

- Acquisition of Property: $3,000,000

- Housing Rehabilitation: $7,000,000

- Public Facilities and Improvements: $1,200,000

This funding will come from the Loan Guarantee Program in the 2024-25 Annual Action Plan with HUD and will necessitate changes to the 2021-25 Consolidated Plan.

The 2024-25 Action Plan outlines how Raleigh will utilize funding from HUD. Meanwhile, the 2021-2025 Consolidated Plan determines affordable housing and community development strategies for the next five years.

Although these plans have already been adopted by the Council, community input and a Council vote on the proposed changes are still required. A public hearing is scheduled for Tuesday, July 2 at 1:00 P.M. at the Raleigh Municipal Building located at 222 W. Hargett St.

Residents can share their feedback in two ways:

1. Sign up to speak at the public meeting by visiting the Public Hearings webpage and filling out a form. Select “2021-2025 Consolidated Plan and FY2024-2025 Annual Action Plan” as the hearing item.

2. Submit written comments during the 30-day comment period from May 31 to July 1 via email to CD.Info@raleighnc.gov (subject line: “Substantial Amendment Comment”) or mail them to Housing and Neighborhoods Department, P.O. Box 590, Raleigh, NC 27602 (write “Substantial Amendment Comment” at the top).
