Nestor Veloz-Passalacqua appointed as Raleigh's director of equity

The City of Raleigh has announced the appointment of Nestor Veloz-Passalacqua as its new Director of Equity and Inclusion. The decision follows a nationwide search for a leader to guide this essential department.

Veloz-Passalacqua brings over ten years of experience to his new role. He previously served as the DEI Manager in San Luis Obispo, California, where he led the Office of Diversity, Equity, and Inclusion. Prior to that, he was the DEI Program Manager for the County of San Luis Obispo Behavioral Health Department.

City Manager Marchell Adams-David expressed enthusiasm about Veloz-Passalacqua's appointment: “Raleigh is committed to establishing and advancing an equitable community for all, and this position is the tip of the spear for those efforts,” she said. “We are looking forward to having someone with Nestor’s experience, vision, and enthusiasm to lead these efforts. Raleigh aspires to be a model for equity in local government, and we believe his leadership will move us toward that goal.”

In his new role, Veloz-Passalacqua will provide strategic direction aligned with City Council goals and policies while promoting equity throughout city operations. His responsibilities include collaborating with various Boards, Commissions, and Committees supported by the Department of Equity and Inclusion to align their work with broader city priorities.

“Raleigh’s vision for meaningful change and progress resonates deeply with me,” Veloz-Passalacqua stated. “I am eager to contribute to initiatives that amplify all voices and foster a stronger sense of belonging.” He also mentioned his excitement about leading policies and programs aimed at creating an inclusive community.

Originally from Peru, Veloz-Passalacqua moved to California in 2004. He holds two associate degrees from Cuesta Community College; a bachelor's degree in Comparative Ethnic Studies from California Polytechnic State University San Luis Obispo; a master's degree in Public Policy from Cal Poly San Luis Obispo; and another master's degree in Legal Studies from the University of Arizona. His research interests focus on social justice and intersectional policy applications within governmental settings.

Nestor Veloz-Passalacqua is set to begin his duties on December 16th.
