Today, Governor Josh Stein presented his 2025-2027 budget proposal aimed at strengthening North Carolina. Accompanied by State Budget Director Kristin Walker, the Governor outlined plans to invest in key areas such as the economy, families, education, workforce development, healthcare, and public safety.
Governor Stein emphasized the importance of maintaining North Carolina's strength for future generations. “North Carolina is strong because our people are strong, and we must work to maintain our strength so that future generations will continue to reap the benefits of our work,” he stated. He added that his budget prioritizes children and families by focusing on job opportunities, education, financial stability, health care access, and safety.
The proposal includes initiatives to enhance job prospects through apprenticeship programs and free community college for students in high-demand fields. It also supports individuals re-entering the workforce after incarceration.
Addressing economic challenges faced by many residents, the budget seeks to reduce costs related to housing and child care. The plan proposes expanding child care options, increasing pay for early childhood educators, cutting taxes for middle-class families, and building more homes.
In education, Governor Stein aims to raise starting teacher salaries to be the highest in the Southeast. Additional investments include hiring more school nurses and counselors and providing free breakfast in public schools. The proposal also includes a $4 billion bond for modernizing outdated school infrastructure.
Public safety measures focus on addressing law enforcement shortages with salary increases for officers. Investments are planned to combat fentanyl distribution, resolve cold sexual assault cases, and fund body cameras for evidence collection.
Health initiatives promote affordable healthcare access and support rural clinics while assisting those with substance use disorders. Environmental efforts ensure clean air and water across the state.
To ensure fiscal responsibility and operational efficiency within state programs, an IMPACT Center will be established under this budget plan. Additionally, current tax rates for individuals and corporations would remain frozen as part of efforts to accommodate population growth without encountering fiscal difficulties.
