At around 12:15 p.m., North Carolina Alcohol Law Enforcement (ALE) Special Agents conducted a traffic stop on Grice Street in Elizabeth City. The subject, Johnathan Brent Foskey, 41, of Elizabeth City, attempted to flee after striking both the agents and their vehicle with his own. Following a pursuit, Foskey entered an unoccupied dwelling on the 900 block of Fourth Street.

Foskey barricaded himself inside for several hours, ignoring law enforcement's orders to surrender. At approximately 6:50 p.m., ALE Special Agents entered the residence and apprehended him. No officers were injured during the incident. Foskey was taken to a local hospital with minor injuries. He has previous criminal convictions in North Carolina and is currently under supervised probation with the NC Department of Adult Correction.

Foskey faces multiple charges including two counts each of assault with a deadly weapon, assault on a government official, resisting a public officer, communicating threats; felony flee to elude; breaking or entering; damage to state property; and various Chapter 20 traffic offenses.

The operation involved assistance from the NC State Highway Patrol, Elizabeth City Police Department, Currituck County Sheriff’s Office, Pasquotank County Emergency Management, Pasquotank County Sheriff's Office, and the NC Department of Adult Correction.

The investigation is ongoing but poses no current threat to public safety.

ALE Special Agents are tasked with enhancing community safety by addressing criminal activity at both ABC-licensed and illegal alcohol establishments across North Carolina. They have statewide jurisdiction as peace officers and lead enforcement efforts related to alcoholic beverage control laws as well as gambling, lottery, tobacco laws, and nuisance abatement statutes.
